Regional Greenhouse Gas Registry In August 2005, the Lake Michigan Air Directors Consortium (LADCO) received a grant from the Joyce Foundation to develop a framework for a voluntary greenhouse gas registry for the States of Illinois, Indiana, Michigan, Ohio, and Wisconsin. The design of the Midwest registry is driven by the principle objective of providing a credible greenhouse gas measurement and reporting platform to participating entities. Over the course of this project, the planning evolved from a registry for a handful of Midwest States to a multi-state (national) registry. The Joyce Foundation grant allowed us to address fundamental planning issues (e.g., objectives of a new registry), understand Midwest GHG emissions by state and sector, collaborate with other registry programs, and interact with stakeholders. We are currently working with representatives from more than 30 states in the West, Midwest, Northeast, and Southeast to form a multi-state registry, which will be called The Climate Registry. Among the issues under discussion are the organizational structure, articles of incorporations and by-laws, a statement of goals and principles, and a budget. We envision the registry having a central office and regional offices, including one in the Midwest. On March 16, 2007, letters were sent to all 50 states and numerous tribal governments inviting them to join The Climate Registry. The first board of directors meeting for The Climate Registry is planned for May 23, 2007. In the following months, we will be busy working on organizational, administrative, and technical matters, in order to meet the goal of The Climate Registry becoming operational by the end of 2007.
