JTC SC co-lead transition

  • Marc Cone will replace Zac as the JTC-SC co-lead effective immediately
  • MJOs agreed to a rotating JTC-SC co-lead assignment, effective January 1 each year.
    • Order of succession: MARAMA (2021), CenSARA (2022), SESARM (2023), NESCAUM (2024), WESTAR (2025), LADCO (2026)
  • Keep the wiki as the CMS for notes and documents; Zac to help manage the content

Workgroup charter discussion

  • What is the status of each WG's charter?
  • Delivery: completed and listed on the JTC Wiki
  • Curriculum: will have a final document this month
  • Communication: draft sent out at the end of February
  • LMS: Final document sent to the JTC March 3
  • Steering Committee: Zac needs to update this by next month
  • Zac will link in all of the charters on the wiki

APTI Learn rebranding

  • Sarah Matthews made a presentation on the APTI rebranding process
  • Need to connect NOWCC, OAQPS, and APTI training courses under a single umbrella
  • Due diligence by EPA on internal process
  • EPA wanted to create synergy with other OID programs and the training program (e.g, AirNow)
  • AirLearn and AirKnowledge are the final candidates, but leaning toward the latter to avoid IP/trademark issues
  • Does anyone know of other uses of these names?
  • Goal is to launch a partnership website by June 1

Delivery WG-lead Webinar

  • March 9: ADA/Section 508 Compliance
  • March 23: Using Data to Improve Training Delivery
    • Best practices for VILT
    • Analysis of training course demands
    • Needs assessment process for 2021-22 and beyond
  • Looking for analysis of 1) historical course offerings (last 5 years), 2) training needs assessments from the past year; will summarize this information on the March 23 webinar
  • Justin to send dump of course completions from 2013-2019
  • Zac to ask MJOs for recent results from course needs assessments and offerings history (number of completions per course)

LMS rollout discussion

  • LMS WG has been devoted to launching and testing the system, and ensuring that capabilities are in-place to delivery VILT for the NOWCC courses
  • Recent training opportunities to help the MJOs get familiar with the system have been useful
  • Need to step back and look at the role of the LMS in the larger training program, particularly for the states/locals
    • Find curricula and associated courses, descriptions, and materials (well-developed and in the home page)
    • Schedule sessions and enroll attendees (not well-developed for the states/locals)
    • Attendees to register for courses, access materials, take pre- and post-tests, evaluations, and get certificates (some training slides have been developed, but circulating internally)
  • Propose to the LMS workgroup that we need to identify use cases for the different types of users and put together trainings and/or how-to guides: training coordinators, instructors, attendees; distinct guides for integrated and non-integrated VILT courses, and for classroom courses

Review and approve notes/action items from the 3rd JTC virtual meeting

  • Steering Committee members: send comments on the Charter before the 2/3/21 conference call.
    • Status: Two sets of comments received
  • Zac: incorporate comments and finalize charter as “draft final”
  • Zac: create templates workgroup charters and email them to the workgroup co-leads by the end of this week
  • Workgroup co-leads: develop draft charters by early March, for discussion as a group
    • Once charters are developed, we will discuss any overlaps of work and how to work together
  • MJOs: discussion on JTC SC leadership
    • Will bring this topic up on the next MJO Director call, scheduled for February 26th
  • Hold further discussion on the JTC structure on the next JTC SC call
    • Review the org chart and JTC structure
    • Revising the JTCommittee to JTCommunity. Reach out to states/locals with specific “asks,” broadcast our work through regular report-outs.
    • Expanding the Steering Committee to include a few additional partners, like OECA, who serve in pivotal roles

LMS update

  • EPA and LMS WG have been working on getting people comfortable with VILT courses
    • Working with WebEx and integration; finding work arounds to issues; working on plan for getting training out to people; developing process for developing VILT
    • Will be getting training on the WebEx platform to instructors and then state training coordinators
    • Also thinking about developing something for the students so that they become comfortable navigating WebEx; need to develop a resource that everyone can use
  • Zac comments that we need to have some resources devoted to the process for scheduling events and sessions; there has to be a way to register students for courses that are not using the integrated WebEx system
    • The process for adding new events that are not already in the system is not clear
    • How do we get instructors added into the system?
    • Need to have training and/or FAQs on the events and sessions process
  • Adam comments that there are other priorities that the group has been working on, and that new requests like present a trade off of resources
    • Zac notes that this should have been a basic priority of the system, but also notes that he has not been engaged at all in the LMS planning and roll out
  • Requests for new work/prioritization need to be presented to the LMS WG
  • What are the priorities for the LMS?
    • NOWCC program was just grant management by OAQPS, with VILT now asking to do more
    • Trying to deliver classroom trainings through a VILT system, so everyone wants something slightly different; time is being spent trying to figure this out
  • Mike comments that the current LMS has almost too many features; can the ones that we don't use be disabled?
    • If the current LMS is too robust, let’s review before there’s another contract
    • We need to get more experience with the new system before we suggest any drastic changes like going to a new system
  • Focus has been on getting the NOWCC courses rolled out, not on developing the capacity to use the LMS for scheduling courses
    • Primary focus has been on the integration of the VILT
    • There needs to be a parallel effort to allow MJOs and states to schedule sessions and sign students up for classes, collect evals, and issue certificates of completion
    • We need training on the system; can we hide things that we’re not using
    • LMS WG trying to figure what training needs to be done; e.g. events and session training
  • ACTION: MJOs interact with LMS WG to help them understand how we need to use the system to identify training needs
  • NESCAUM had good experience with the system and using WebEx for their AERMOD course; need to be specific in the instructions to students
  • WESTAR is not using any LMS right now; scheduling/registering/issues certificates on their own
  • MJOs need to join the LMS WG calls to communicate their immediate needs for the system

EPA update on training lifecycle

  • Where does the JTC engage in the course lifecycle project management approach by EPA?
  • Reviewed flow chart
  • Notes that we may not go through all steps in the lifecycle for every course; it will depend on how developed the course is
  • Zac notes a couple of updates to the flow chart: 1) feedback from the review points back into the ADDIE tier; 2) identify interaction points for the JTC later in the ADDIE process, e.g., after development
  • ACTION: Bring this flowchart to the workgroups and figure out how to tie their work into the lifecycle; send comments to Chris by end of the month

Draft final JTC SC charter and next steps to the workgroup charters

Review draft JTC SC Charter

  • Zac and Adam will try to finalize a functional charter in the next month
  • How will this charter benefit EPA’s work with the JTC?
    • The charter is helpful to set expectations for EPA staff; it will help the EPA staff to decide the roles in the WGs, and align the work in the WGs
    • Want to have discussions on scope in the WGs coming through the steering committee
    • It’s will help determine how EPA projects align with the JTC priorities
    • Sets how to facilitate conversations to connect WGs and SC
  • JTC SC should be where information on work priorities comes to, and distributed to the WGs; need to encourage initiative in the WGs, and also respect the SC not for control but for communications purposes
  • Need to be clear about the JTC and JTC SC; JTC has historically included a wider range of stakeholders; how is that different now?
    • What about the JTC, the charter should acknowledge how to develop/convene/facilitate the JTC
  • Discussion on having a periodic report-out to the states: generally supported by all
  • Action: consider the historical function of the JTC, how was it adding value to both the states and to the national training program?
    • Can be used to reengage with outreach and training opportunities with the LMS
  • NACAA and AAPCA would represent the states in original JTC concept; there used to be more participation from states, now maybe 2x/year have webinar with showcase event to fill in the states on what’s going on in the JTC SC and WGs and provide opportunity to get feedback

Review action items from Session 1 and 2 of the JTC Virtual Meeting Series

  • JTC SC: Brainstorm on ideas to engage with SMEs
    • Need a way to track progress in EPA's three-year plan to identify SMEs;
    • Who are the EPA SMEs and what are the gaps? Until we have more info from EPA training teams, we need to know where this help is needed?
    • ACTION: Assign this work to Curriculum WG to identify gaps at EPA and share across the workgroups and stakeholders
  • Zac and Adam: Develop draft JTC SC charter

  • EPA: Circulate 3-year training roadmap to MJOs for sharing with their states

  • JTC SC: Develop how the MJOs can engage with the EPA 3-year plan and develop a tracking system on how to maintain MJO engagement in course development.

    • EPA will host a special purpose call on the course development tracking tool; for Steering Committee members who are interested, and include monthly updates on JTC SC call

LMS update

  • NACT courses for CenSARA coming up next week are scheduled to use to WebEx through the LMS
  • NACT instructors are not comfortable yet with WebEx and want to continue using GoToWebinar; WebEx implementation was rushed
  • EPA decided for next weeks training to use GoToWebinar and stick with original plan to ease into the WebEX roll out, with training starting in January; MARAMA has the first class in January
  • Original plan has the training coordinators getting up to speed with WebEx first, then get trainers on board; then do practice runs with instructors
  • Lesson learned: don’t rush it
  • Suggestion for a WebEx quick start guide or manual for the instructors; EPA acknowledged this need and will work on it
  • Suggestion that the next time a practice training with WebEx is held MJO staff should act as participants
  • Facilitators: will EPA and NOWCC be available to facilitate the NACT courses moving forward? some resistance from instructors to serve as a facilitator, and EPA won’t be available to do this; other option is for the MJOs to serve as the facilitator; not all MJOs have the capacity to facilitate these courses; this needs to be resolved
  • ACTION: need to come up with a clear set of expectations for NACT online course facilitation

JTC meeting series update

  • Add comments, questions, and objectives to the fall meeting series agenda (see email from Jonathan Bradsher for link)
  • JTC WG co-leads: check notes from session 1 and from spring JTC meeting for ideas on what to cover in your update in Session 2
  • Do we bring back the LMS session? Reminder that in session 1 we decided to set aside 10 min of each session for and LMS update
    • EPA is happy to have an instructional session from the LMS WG; session could cover next round of improvements and instructions
    • General support in the committee for the idea of doing 5-min informational updates on the LMS in each session
    • Let the LMS proceed with their roll out schedule independent of these meetings;
    • Will not have an LMS session, let the LMS workgroup continue with scheduling it’s own meetings and training sessions

EPA course lifecycle and project management tool

  • Chris Stoneman presented slides on their process for managing course development, using a lifecycle approach as discussed at the spring JTC meeting
  • Intention is that this tool can help answer questions on how/where do the MJOs engage in the process?
  • EPA is now shifting from infrastructure to course development
  • Looking to apply best practices for developing coursework/materials

  • What SMEs are needed and when - EPA is still trying to figure out particular courses, but subject areas could be communicated; use the 3-year plan to see what the subject areas area

MJO developed courses

  • Effort is seeking what MJO-developed courses are out there, and how do they align with the curricula
  • Kristen looked at SIP 101 and how it aligns with different objectives in the curriculum; found that 1 or 2 learning objectives were covered in these slides that are gaps in the curriculum
  • ACTION: MJOs asked to look back at the request from the curriculum workgroup and respond before the holidays
  • Include both new courses, or updates to existing courses

JTC Comments on the EPA 3-year Plan

  • Get EPA question and comments to have more of a discussion on Friday
  • Responding to questions/comments, adding items, moving priorities
  • Parking lot: Identify the training needs that are most of benefit across the country
  • Need to follow up on item on how MJOs will contribute to the 20 courses per year; work with EPA on mapping out some kind of project management tool so that MJOs can coordinate/align; there’s been some disjointed communication between state/region/national orgs; need to do a better job tracking demands and priorities in the states/locals; how do we stay informed across the program
  • EPA will be putting together workplans, they should be able to help track the work; should be able to form the basis of the project management; how to communicate and partner will be on EPA
  • It will be an evolving process, learning as we go
  • Need to be able to collect and assimilate feedback on the process
  • Suggestions/priority requests
    • EPA did their best to accommodate the requests
    • Permitting - develop 5 permitting courses in 3 years; bottleneck is the SMEs
    • Identifying other resources to develop course materials, added two more trainings (7 total now)
    • For every course that goes on the list, one comes off the list
    • Enforcement course and how to engage with OECA - EPA can’t do it right now because they have to build the collaboration with OECA and states; unofficial review of some of the enforcement courses; development of an OECA-based curriculum needs to come from OECA, can discuss how to proceed but need to be able to engage OECA
    • Where do the NACT courses fall? They’re enforcement and compliance courses (OECA?), if they’re housed at OAQPS, where do they fall?
    • Right now EPA is grandfathering in the NACT courses, but don’t know how they fit into the program in the long-run
    • MJOs will be engaged in the process to work out how to fold them into the program, will also need to include division directors and OECA in this
    • If we’re relying on OECA to do some updating and including SMEs, shouldn’t be a burden on OAQPS staff? Why can’t we engage with OECA to get them working on these items?
    • Probably the right way to go, but OAQPS has taken on a lot but haven’t been able to walk EPA management through that level of detail
    • Need to figure out how to have that conversation to engage with people
    • Adam wants to ensure that EPA mgmt is okay with how they are proceeding with these updates; with all of the other items going on there hasn’t been the time to work on this
    • How to fold in work done on courses outside of the system and how to fill gaps in the curricula and dovetail what’s already been id’d as a priority
    • Pick a course to prototype a process for folding in the course materials for filling gaps in the curriculum
    • A project management approach is needed
    • Suggestion for EPA to look at SIP 101 as a prototype - it’s already been reviewed by states and EPA
    • EPA will resend comments and send to the JTC-SC be ready to discuss on Friday

Workgroup Roundtable

  • Curriculum
    • Trying to update course materials, like NACT, that require site visits, to have a library of media to use in lieu of the field trips
    • Comments on EPA draft 3-year plan, discussions in the workgroup
    • Trying to identify how to assist EPA as the technical review is proceeding on each course, thinking of a project management approach; find SMEs, do reviews, how can this workgroup support the process; didn’t think EPA would carry the entire load, hoped they would get things approved to do some work, need to know who would be working on things and to what extent
    • Project management - EPA heard us last year on the idea of a course lifecycle, project management across partners, EPA developed the course lifecycle project to combine instructional design with the reality of project management inside OAQPS, has a solid framework but don’t have an implementable tool; also need to manage within the framework of the reality at OAQPS and EPA, EPA will have to lay out process as we move forward
    • Let's use a future call of fall meeting session to walk through where EPA is with the project management and where they aren’t
  • LMS
    • Monday the LMS was released publicly; working on rolling out additional functionality, about 250 new registrations are in now; e-learning courses are in there
    • Will be training the MJO training coordinators, what type of training (video-based, on demand, or live); taking incremental steps for the roll out
    • Looking into the virtual instructor trainings this month
    • Testing foundations on systems
    • Training the MJOs first, getting instructors of the NACT courses up to speed with WebEx, then state training coordinators
    • What are the next steps for MJOs accounts? The test (pilot) system accounts don’t apply anymore; MJOs need to create new accounts on the live system; EPA will manually add the users to the MJO group, don’t want to expose the MJO group to general users to not confuse the states
    • AAPCA and NACAA organizations will be added, Josh will let them know when it’s ready; Josh will add that function today; Josh will send email
    • Will the new system allow state training coordinators to see their agency colleagues history and information? Yes, it will be based on the organizational structure
  • Delivery
    • Compiling results of the active instructor list review
    • Working toward a fall meeting series on ADA compliance, it’s been fact finding at this point
    • Looking at an NGO to offer training on ADA compliance
  • Communications
  • Organizing the fall meeting series

Fall Meeting Agenda Check-In

  • Sessions are being scheduled, need to get feedback to Kara by Friday for the first session; Doodle Poll
  • First session in October or early November, 2nd between Thanksgiving and Christmas
  • Other topics after the holidays
  • NESCAUM will host the first two sessions
  • Is there a time frame to wrap everything up, and is there a time frame to follow up the 2nd session?
    • Don’t have a set date to wrap up the sessions, but don’t want to draw this out too long

Feedback on instructor-lead, online courses

  • EPA was rolling out virtual, instructor lead trainings for NACT; best practices for organizing and template emails that EPA has, lessons learned (thanks to Kara and MARAMA)
  • What has gone well and where can we put time/energy to improve things?
  • NESCAUM has experience with the NACT courses; practice is needed by instructors, facilitator, and students; the more there is group activity work the students respond better; Kara is preparing reports for the trainings that are done online; evals used GoToWebinar based on information form MARAMA; upcoming sessions for MARAMA, want to use consistent evaluation questions, Kara to forward her questions back to MARAMA
  • Jeff watched NACT courses hosted by NESCAUM (e.g., landfills)
    • the courses are CA-centric and there is some content that needs clarification; concerns that there are some pieces of the courses that could be changed easily; quoting the instructor on correcting the slides, it would only take a couple of hours to go through and remove the references to CA
  • Who is maintaining the NACT slides?
    • NACT instructors were never scoped to maintain the slides
    • need to talk about the protocol for maintaining these slides
    • technical information may be easy but need to find who’s responsible and going to carry this forward
    • what’s the biggest bang for the buck? encourage MJOs/students as you’re listening to these courses, take notes about what changes need to be made and get an idea of what needs to be updated
    • it would help to get input on what needs to be changed, getting mixed messages about what needs to be updated
    • Future would be to put all of the NACT materials under one umbrella and get a consistent name/brand for the training materials
  • Once EPA has the training roadmap moving forward, will need to figure out what needs to be updated in the NACT materials; don’t really know why the courses haven’t been updated and the best way to update
    • There are some updated materials in the curriculum, we need to be cognizant about credibility of the program
  • If MJOs were to fund these updates, what’s the process to get them back into the system? How can we get these update materials back into the system
  • As we’re doing the online NACT courses they’re being recorded for feedback to instructors, OAQPS and NACT could watch these to track what could be changed; also talked about making the recordings available to students later, NACT wasn’t comfortable with this; moved away from sharing recordings
  • Can we ask NOWCC instructors for feedback on the materials?
    • EPA doesn’t exactly know history on how these materials made it into the program; understanding is that as long as they don’t make substantive changes, can continue to use the materials
    • it’s not clear that the NOWCC instructors are allowed to teach on materials from an outside source
    • stuck in loop of keep teaching as long as they don’t make substantive changes; question of who makes changes impacts whether the materials can be updated; intent to take it on but Adam wants to take a measured approach
  • Do we talk about this in the JTC? Identify the concrete problems, what would we like to see as a solution? If EPA is taking this on, how many trainings will be lost, what are the opportunity costs
  • Clearing LMS workload, taking to get a strategy for getting options for managing it
    • Happy to look into and don’t know what EPA will find
    • EPA figured out how to get outside materials into the LMS; because NOWCC instructors are pseudo-EPA employees can they teach non-EPA approved materials
  • Could NOWCC funds be redirected to MJOs to fund the program and hire instructors directly? Let MJOs run the program? Can be explored? What are the options?

Call Notes Online NOWCC update

  • Working to reschedule courses in August, waiting to see how the first course went; may need to extend the # of days of the courses
  • Justin will send the most recent schedule for the NOWCC training that includes the online format classes
  • Kara comments that the NACT training for NESCAUM went well; MARAMA was really helpful in getting Kara up and running with facilitating with GoToWebinar; held practice sessions and worked with instructors to get comfortable with the platform; class included instructors to manage the course and help with Q&A; another course is scheduled next week(?)
  • NOWCC has a GoToWebinar license now and they will be able to get a second if needed; EPA is using that license to train up the NOWCC trainers and get them comfortable with the platform
    • Is this license only for MJOs that don’t have licenses? No, it’s to be used for any of the NACT courses as long as there isn't overlap
  • When WESTAR announces trainings people have been coming out of the wood work, concern is the too many people will sign up? Did you have this problem and what did you do?
    • Kara did run into this, they asked NESCAUM states to pick 3-4 for each state
    • Next week they have 60 students signed up, and will need to narrow that list

    • Too early to increase the number of people in the NACT classes; need to get people comfortable before we boost numbers; in the interim think about what it would take to grow the number of people in the classes

EPA Training requests, checklist and progress

  • As EPA is diving into this and the next steps, will not be able to deliver in October, looking to November or December
  • In June EPA reached out to training stakeholders use the checklist to share ideas for new/updated courses, pleased with the responses and input
  • 106 ideas from 9 states and DC, and 2 locals, 1 MJO, 1 tribe, and several EPA people
  • Generally the topics across the curricula at all levels with the most interest are basic/foundational topics, air pollution basics, and planning; not a lot of ideas on modeling; 40% of ideas outside of scope of curricula, i.e., how to deal with difficult people, or indoor air quality
  • Next step is to connect with the key folks in EPA that work on the topics that were suggested; their help is needed to fine tune specific course level topics, do they have additional source materials

  • Clarify the “ask” from the MJOs
  • Define objectives and understand EPA’s barriers to addressing these objectives

  • Zac describes that MJOs need to report quarterly on the training activities of their grant; their reports generally include data on the number of classes, the number students, and the amount of money spent each quarter for training
  • Request is for the LMS to be the centralized location to get this information; the MJOs will be responsible for adding the costs into the database; MJOs are requesting that there is an interface in the LMS to add cost information, and to query the training system for historical information by time period, i.e., to harvest data to include in our quarterly reports

  • How to better cultivate training coordinators across the states? What would we do today to get people to join the JTC?
  • Is there a need to have a JTC for governance, no; that’s what the steering committee is doing; we could cut the top off the org chart and just have the steering committee and WGs, by cutting the JTC off the top have changed nothing nationally; what ever we call the state/locals, doesn’t change because they still have a stake
  • JTC was locals and states with assistance from STAPPA/ALAPCO; states/locals are already the JTC, is there enough of a demand for states/locals to gather on calls? don’t advocate for duplicity
  • JTC SC is not clear on how they make decisions, this could play into how to engage locals/states; what are the specific roles; how to decide how to prioritize; what is the report-out function?
  • JTC was a consensus driving organization in the past but never really that formalized; how much time needs to go into developing the structure?

    • Jeff: feel like we’re not going about id’ing priorities the right way, lots of resources are available right now; can we change the focus from looking at courses as they are currently, to what we need; example is to shift focus on developing an online air quality management 101 curriculum, and then roll out from there, to permitting 101, enforcement/compliance 101, functional area X 101; afraid we’ll lose the current resources soon and questioning that we may not be focused on the right things; suggest to get 101 course catalog online, then move on to speciality areas; material may already exist, how to repackage these with modern delivery methods?
    • EPA: for the 1st year the course update process has been guided by the JTC; there is senior mgmt attention now, need to work on a system to make priorities, rather than working on priorities for the next year; there is a process for FY2020, what's the process for determining priorities for subsequent years?
    • John: there is a pipeline, need to start prep work for future years; clearly a need for long-term planning, we support the 2020 work, need to identify areas that can start as soon as the work queue begins; for the priority setting process, huge need for basic courses to support both face to face and e-learning; could invest in deliverables that pay back quickly and often if we get these new basic courses out sooner than later (2021); in 2020 create expectations for online versions of intro courses in the different areas, in 2021 finalize a longer term priority system, will front load a lot in the pipeline
    • Michael: agree that intro courses are a high priority; EPA is adding resources that can help figure out the best way to deliver courses; if we want to take a course and turn into online, do we need to do classroom course first, or can it go straight to online; what's the right order?; how to figure out we’re all on the same page and speaking the same language; JTC members need training on how adults learn and are using the same language
    • Are there any issues for going this direction for EPA?
      • EPA: Conceptually in agreement, details will need to be worked out, key thing is to finalize the learning directives in the curricula because they will be the OAQPS contract with the community identifying the specific topics and timing of the courses; will then be EPA identifying the priorities within those learning objectives; EPA is crafting the learning objectives/topics; working on delivery options and figuring out how best to craft materials into different formats
    • How can the process be leaned to make the process move forward more quickly?
      • EPA has been focused on learning objectives; a couple things we can do to work together: starting next week EPA will be looking for people to focus on 3-4 courses; need to know what those priorities are; need to figure what the processes for getting OAQPS input up front in MJO course development are, to streamline that process;
      • Is the community already exploring the learning objectives for 101 level courses? There is a need for local/state agency input on the learning objectives for these courses to guide what future courses will look like;
    • EPA is challenged by sharing their process with regions/MJOs before putting content out more broadly; EPA is planning for the first time to roll out content to the regions first to get input before the more general release; will be an opportunity for input from state/local through the JTC to EPA on the process

  • JTC was formed to create a structure for collecting information on training that was national in scope, gathering information on national training needs, including courses, instructors, logistics, and making decisions on how to prioritize work to grow/improve the program
  • Hourglass model envisions the JTC as the top of the hourglass, the collection point in the process, and funneling that a steering committee that works to organize the inputs, and set priorities; the steering committee then distributes these needs into actions/workgroups that draw from a broader community of expertise to accomplish the goals of improving the training program; the work of these groups are funneled back through the steering committee for review/evaluation, and back to the JTC for distribution to the SLT community through the national training program
