JTC Delivery WG Charter

Purpose & Objectives
The purpose of the JTC Delivery workgroup is to optimize how training opportunities are provided to state and local air agencies.
The Delivery WG will develop approaches for evaluating, improving, and implementing training delivery to state and local air agencies. Training delivery will encompass instructors, course materials, and course formats. We will work with the Curriculum WG on how to identify and design course materials for different delivery formats. We will work with the LMS WG on how to design and implement online learning tools into the LMS. We will work with the Communication WG on external and internal communications on course evaluations, instructor recruitment, and course delivery.
The objectives of the Delivery WG are to:
- Track and communicate to the JTC the best ways to deliver training to state/local air agency staff
- Develop and maintain an instructor list for the different courses and curriculum areas
- Develop and maintain course evaluation instruments to collect feedback from both participants and instructors; provide guidance on how to use the results from the evaluations for understanding the effectiveness of the training program
- Evaluate and develop best-practices use cases for the different training delivery options
- Develop design documents that describe the online functionality needed to support the different online learning options that are best suited for the National Air Pollution Training Program.
Oversight
As charged by the JTC Steering Committee, guide and oversee the review and evaluation of training delivery methods, resources, and performance indicators. Identify and coordinate overlapping work activities between the Delivery WG and the other training WGs.
Communication
Serve as a forum for the JTC members to discuss details related to training delivery. Advise the JTC Steering Committee on the scope and resource needs of effective training delivery. Establish and enact norms for the flow of information, decision points, and communication between the workgroup, other JTC WG's, and the JTC Steering Committee.
Team Membership and Member Expectations
The Delivery WG will have two co-leads from the JTC community. The WG will include state/local, MJO, and EPA training staff. Additional training stakeholders, such as contractors, may be invited to participate in the WG on an ad hoc basis as directed by WG co-leads to add value to discussions on specific agenda items.
The expectations for the Delivery WG members are as follows:
- The WG co-leads will send a draft agenda for the monthly calls at least one-week in advance of the call
- The WG co-leads will facilitate discussion on current work areas and/or priorities
- The WG co-leads will identify information or key limitations that the JTC Steering Committee needs to be aware of and may need to make decisions about.
- At-large WG members should attend monthly calls prepared to fully participate by having read all materials attached to the agenda.
Authority and Boundaries
The Delivery WG is responsible for tracking and reporting on the best-practices for training delivery.
Meeting Structure and Operating Guidelines
The Delivery WG will meet monthly by either conference call or webinar to be facilitated by the WG co-leads. An agenda for the WG calls will be drafted and sent by the co-leads at least one-week in advance of the monthly calls. The WG co-leads will be responsible for arranging brief reports from the WG to the monthly Steering Committee call. The Delivery WG will meet in-person annually at a JTC Steering Committee meeting.
The Delivery WG will operate under the following guidelines:
- Members will treat each other with respect. Discussions will be most effective when there is psychological safety and candor among the members.
- Share agendas, notes, and issue briefs with their management teams and colleagues.
- Review the WG charter annually, revise if necessary.
Agendas, Notes and Issue Briefs
- The WG co-leads shall distribute by email an agenda one week prior to each WG call.
- A standard format will be used by the WG co-leads to record the proceedings of all meetings, including all recommendations, decisions made, and action items.
- Draft meeting notes will be forwarded to all members.
- Issue briefs will be developed by the WG to present issues and decisions to the JTC Steering Committee
- Issue briefs will be maximum 2-page summaries of key issues or decision points that require the attention of the JTC Steering Committee
- Final issue briefs and meeting notes will be distributed by email.
Decision-Making Process
No decisions will be made on behalf of the collective WG membership. The views of the individual members will be recorded and presented to the JTC Steering Committee.
